I believe the Sea Scooter originated as one of Fibrecast's futuristic range of rides for Edward Brooks.
After Brooks' company was dissolved, with RG Mitchell buying the manufacturing division and BAFCO taking the distribution side, both companies began selling their own versions of the ride.
Early 1990s RG Mitchell Flyer
The RG Mitchell version was most commonly seen in green and gold, or purple and silver. The sit-on rocket had a large clear light on the front along with several smaller coloured flashing lights incorporated into the design.
Sadly, it never seemed to gain the same popularity as some of Mitchells' other compact rides, despite having a much nicer shape and more moulding than other similar space-themed machines such as the Space Scoota.
According to old catalogues, the Mitchell version measured 62" x 42" x 28" and weighed 136lbs.
1990s Bafco Catalogue
The Bafco version was sold as part of their Futuristic Ride range. It had more colours than the Mitchell version (usually a mix of blue, red and gold) and was sold on a base with a "rocky planet" surface.
This ride measured 60" x 32" x 60" and, as of the 2000 Bafco price list, cost £1,395.00 to purchase.
